A bit difficult, really - but here goes;
There should be two timing marks on the belt - one lines up with a mark on the crankshaft pulley, the other with a mark on the right hand (as u look at it) camshaft pulley.
The correct procedure is to use a dial gauge in number one spark plug hole to find TDC - u could use a rod of some sort.
The camshafts should be at TDC number 1 cylinder: If not, turn the crankshaft one full turn clockwise.
l am not sure if there r camshaft sprocket marks on the head, Fiat use a locking tool that fits in place of the number 3 camshaft bearing caps.
If the belt is on correctly, there should be a mark at 3 o clock on the exhaust camshaft sprocket, aligned to a mark on the belt.
There should also be a mark on the crankshaft pulley at 8 o clock, aligned with another mark on the belt.

Sorry it is a bit vague, but it is difficult working from a set of instructions from Autodata!
